He's frankly just inferior to having a team, since 4 characters + FUAs per cycle dunking Blazar damage is far superior to his low speed singular action turns.
Clara and Yunli utterly mog him in this capacity too.
He might, in fact, be the single weakest character in this DU when you get good cards going, because parties would still DELIVER the effects more often.
Truly, Phainon is NOT the Deliverer.
