Context, dumbass. Yusuke didn't just flip up some random girl's skirt on the subway like a chikan. It was Keiko. They are childhood friends and this is NOT the first time he's done some naughty shit that she scolded or hit him for. This is a back and forth dynamic that has existed since they were children. Keiko likes Yusuke and continues to spend time with him. She has a relationship close-enough to Yusuke that it's almost familial.
