There isn't some cabal of japanese developers copyrighting mechanics, literally every single major developer and publisher worldwide has PATENTED a mechanic. The goal isn't to make money from other developers since it's exceedingly rare for developers to actually copy patented mechanics one to one if they didn't do it with intent.
Also the only one there with high dev costs is sony.
