That WOULD work but the tool calling is slightly more flexible IMO, plus, it's easier to just switch between maps that way.

Yeah, I know. I've done it before.
It's really generic and stale and rigged to hell. LLMs are still uncapable of randomness. They just rig everything to favor {{user}}. Or they rig everything for you to always fail.
