So, funnily enough, the game glitched out at Moonglint Tower, since I skipped some triggers. Got to the top of the tower, and found out Drragh has barks when the Arisen talks to him, but has no recorded voicelines.

My guess is that he was meant to be interactible in Vernworth castle post-coronation. Anyway, I got to beat the shit out of him for a while until I loaded my inn save.
