Teenagers are perfectly capable of critical decision making, or else they would not be permitted to operate vehicles, use public transportation, make purchases from retail outlets, receive employment, freely access information on the internet, ingest substances (not legal, but barely enforced), consent to gender reassignment surgery, take regulatory medication, wear revealing clothing (only prohibited in schools), enter career acting, pleasure Hollywood's men (not legal, but barely enforced), send explicit images to men (not legal, but barely enforced) and last, but not least, reject all parental authority and receive protection from the state.
Teenagers can and will do all of the above.
But, God forbid an 18 year old man puts his penis into a sexually mature 17 year old woman.
