This is a good thing. You should be genning at 1.5x, not using a latent upscale and then wasting steps fixing it, any additional upscaling should be done in image space only. This will result in the least artifacting and faster gens. I don't know if Forge still does this but originally the hires latent upscale was done with nearest fucking neighbor. Ewwww.
