I could see that, but I think they will make Rover = Commandant a thing, simply because both are pandering games and making them be different characters would create shitflinging between MCs if Lucia or Nanami interact with Rover, they also tripled down in the recent dev stream by saying they want to improve the immersion of SKK being (You), so if they make an excuse for Rover being Commandant it squashes any potential infighting between fanbases.
