Jiren is still the strongest. In Super Hero they're training to control themselves like Jiren, why would they need to do that if they had surpassed him? This happened in the anime/ movie canon AND the manga. In the manga they did all the Granolah and Moro stuff too. SO even with these new forms they can't beat Jiren, nor can beasthan.
