"I don't see light at the end of the tunnel. This is due to Russia's unwillingness to move forward — it is merely pretending, simulating negotiations. And in my opinion, a ceasefire is an absolutely necessary precondition for any peace agreement. But that is not the case right now. Therefore, our response must be clear and strong: we must implement the 18th package of sanctions," he told reporters on Thursday in Brussels upon arriving at the European Council meeting.
