I like to think that (at least originally cause now everyone can have any statline) the containers originally worked like pre-requisites. There is some room for divergence so long it's close enough and it will influence the final statline, but Saber was the ''best'' more because the requirements are so high it essentially filters out weak heroes.
Summon an Archer and you can get anyone that is moderately famous with a bow to indian demigods that shot nukes.
But summon a Saber and you *had* to get someone good. As if the class would only net you SR rarity and above by default. And since high stats + high Magic Resistance is basically some from the Age of Gods, they usually came with a good NP as well which isn't a requisite.
Basically a safety net and they got mostly rendered moot by catalysts. While Rider would get you an almost assured good NP (like a horse to run over people) with a catalyst you get a hero like Cu Chulain that can fire an anti-army spear anyway.
