The Red Line predates Imu. I don't have much evidence of this, but I firmly believe that Joyboy/Imu don't have much to do with the events of the 1st world.
The Calm Belt is more unnatural than the Red Line desu. There's no wind, perpetually sunny and for some reason sea kings love it.
