This is all but certainly the case. Reality is that we unfortunately cannot trust devs at the word at times. It's also telling people will use any excuse to say why a female may look bad but somehow those excuses are never needed for males. Same people said female MC from Mass Effect Andromeda looked just like her model but without makeup.
