A "non-working holiday" does not mean "a day you don't work but are paid as if you did", it means "a day you are not allowed to work". That sounds appealing to someone whose idea of "work" is "schoolwork", but in practical terms, it's very inconducive to the goal of making money for anybody. They should be arguing for more PTO.
