A reviewer could basically call any anime girl, even if they are explicitly adults in the story, 17, if they have a pre existing bias against anime. Even characters that have less neotenous features. Funnily enough, anime girls don't actually resemble real kids, they just give the illusion of neoteny to normalfags. No actual kid has eyes that big, or the combination of features that (adult) anime girls have.
