Actually the CCC was one of the closest points the US ever got to actual Socialism.
Hitler's work program was less focused on infrastructure that actually improved the land and more on building up the Wehrmacht (it eventually became an underpayed and underequipped auxiliary logistics force, cannon fodder with zero civilian aspect), it was only introduced 2 years after CCC, and it was effectively corvée (mandatory labor for a token payment). It was not exactly forced labour, but the RAD Law had provisions to make it a genuine forced-labour program if the supply of prisoners ran out.
The CCC was closer to a Soviet work collective/combinate, but since it was voluntary it actually did produce good results.
