By that logic basically no rpgs and action rpgs that rely on stats are balanced because you can just spend hours upon hours grinding to win with stats. That obviously isn't how an actual playthrough will play out under this kind of system, any more than someone grinding to max level in FF before the first boss or whatever. Heck, you can out grind everything in CS/HM except the postgame fights anyway if you just sit there grinding exp.

Party memory works until endgame where the cost becomes irrelevant, but yeah that was one of methods they tried to circumvent some Digimon being objectively better in all metrics.
