There just aren't enough dolls of each element yet, but we're getting there. So far we have 2 dps for each element except Fire (none can compete with QJ yet) Ice (though RO can fill that role if we get an Ice doll with Ambush that isn't WA) and Physical (which only exists because of Yoohee).
Really things would be better if we just got some 4* dolls to fill the gaps, especially for Electric. It's lame that the only functional element teams you can make without banners are Fire and Water. Also plz add support for ST Corrosion my poor Nagant is struggling
