It's just the pronouncements of Allah. It's makes no sense without the Surah and Hadiths (doings and sayings of Mohammed) and also the Sharia (the official interpretation of islam).

Strangely enough, 99% of Allah's saying are about how Mohammad can do, (or fuck) whatever he wants, whenever he wants.
