Wipeout 2048 is the more refined/modern one, if you like Wipeout, go for it.
Quantum Redshift was made by the same director than previous Wipeout (including Pure), it's a mix between old and new wipeout, so more "floaty" than recent wipeout (starting pure), but less "floaty" than Wipeout 3/BallisticNG etc...
QR actually require you to manage "air" and "gravity" a lot, it's quite technical and very fast (faster than any wipeout), the map have various type of terrain compared to BNG/wipeout, so managing bouncing off rocks, water and cliff are extremely important, and the weapon system is not RNG, which make it more tactical.
XGRA is really good, it's more like a "perfect" version of a wipeout fusion without gravity, weapons management and overall ambiance/atmosphere are the best out of there, and it have the greatest weapon system ever build in racing game ever, the handling though is a bit tricky to get used to it. Funnily enough, Wipeout 2048 seems to have took a lot of inspiration from it for the overall design/atmosphere.
As the other anon said, XGRA will be way easier to play (dolphin work great, even in VR lol), I don't know the state of QR with xemu so... (I have my own original xbox), and 2048 can be played easily on psp emulator (even shadps4 with Omega, who know?).
If you can, play both, they are really really good. None is really better than the other one.
