The female's eggs will be split into (mostly) two types, half with an extra chromosome and half without.

The male's sperm cells will split into (mostly) two types, half with the extra chromosome and half without, BUT the ones with the extra chromosome are too heavy and will invariably be unable to compete, failing to reach the egg(s) before their normal speedier counterparts.

So, the odds are roughly 50/50 of a baby from such a coupling being retarded, and it will invariably be with an extra chromosome from the mother.

This is why men with Down syndrome will pretty much always father normal children. It's just not an issue for them. Women with it have to be screened during pregnancy but can give birth to normal children if they don't mind aborting the retards (kind of awkward to ask them "if you have a kid who's retarded like you are, do you want to abort it or give birth to another retard?").
