I honestly think it was just a pool house with blue stripes in the way that pool towels and other beach stuff has thick blue stripes, and then when they needed to add a satellite dish or an AC they put a cover on it without realizing how weird it looked from above. From next to it, it would just look like a pool house with the dome not really visible.
