There are Ukrainian diplomatic missions there and a Azov fighter has spoken of getting inexpensive American gear shipped to him from Afghanistan by Ukrainian special forces buddies. Maybe Ukrainians special forces are there as private contractors or official business but it doesn't really make a difference. It is a security threat.
