Looks like Carnivale', its how they celebrate the end of Lent in Brazil because they're depraved hedonists.

It could be the American version of Carnivale' which we call Mardi Gras. Its a big deal in New Orleans Louisiana; but its not as sex crazed as Brazil's version. Plus the chick looks Brazilian.
