It does not work if the terrorist is willing to sacrifice themselves and accept all of the consequences. In this light, Luigi was not thinking like a criminal, but a kamikaze pilot, willing to die himself in the cause of killing the enemy.
As more and more people realize that life in this nightmare kiked society offers them less and less, such a sacrifice becomes more attractive.
