There is a small % of (((Orthodox))) who are actively anti-Israel.
Their NewYork Rabbi believes that the current Israel is Secular and organised by Herzl and BenGurion, so therefore is not the Holy Promised Land of G*D.
So they won't go to BadIsrael until the Moshiach comes (back) to make it right.
Pic is some of them with Hamas, I've seen other pics of them with Hezbebola in South Lebistan because they both hate current-Israel in common, and they are only allowed to go close enough to see the Promised Land from the nearby mountaintops and not step on it like Moishe/Moses.
