Pan-Africanism won't work because any transnational union requires a populace capable of thinking in terms of abstract systems, for which Africans lack the intelligence. Most of African politics is determined by tribalism.

Even if enough Africans managed to be intelligent enough for this union, they would need to be strong enough to repel the foreign powers who will inevitably endeavor to prevent such a union. If the Germans couldn't create Mitteleuropa or preserve the Greater German Reich, and the Russians failed at both Pan-Slavism and their union of soviet-socialist states, and Japan failed at their Asian Co-Prosperity sphere, there is no way in hell Africans will be successful in making an African union.
