I don't necessarily disagree, but that's more of an effect of the decline of passenger rail than a cause of it, even if it does feed back into the vicious cycle there. Freight was given priority because passenger rail had already declined immensely due to the fact it was already much, much slower than automotive travel when the Interstates were being built.

I'd say yes, but we need a period for reform and filtration as a territory first. Canada has a lot of unconstitutional laws, terrorist groups, etc. and we need to get rid of much of this stuff via a transitional territorial period. It's a failed state and we'll need to clean it up before it becomes a US State.
