We don't know for sure exactly what the thing (Barrier?) around Spire 4/Demogorgon was. If it was a thing blocking the Network that was destroyed and if the more powerful Naytibas are the ones blocking the network, then the network should have slowly come online throughout the game as EVE killed off the Alpha Naytibas and when EVE returned to Xion after being saved by Providence, the townspeople should've been talking about the restored network.
