If what the anons who posted that playing with their nipples stimulate no arousal is true, and assuming that most of them are from the Western hemisphere, the theory may hold true.
A study needs to be done comparing arousal in nipple stimulation amongst varied ethnic backgrounds, and I will gladly volunteer.
