It has confirmed three Q1 forms which isn't significantly lower than Gavv (which is 4 forms with Fuwamallow getting ignored after its initial use), and the fourth form leaked is suggested to be a q1 upgrade form so it seemingly would still be following the same form structure.
Gavv was able to capitalize on Gochizo variants (and the writing encouraging collecting duplicates if you really want to) to cover for a lower overall form count but Capsems don't seem to be designed to follow suit, of the one we've seen it's kind of tricky to even see what's going on inside of it.
Also there's the example of series like Gaim and Ex-Aid where the main Rider only having 1-2 Q1 forms still can end up with them being underused.
