Neon's gotten development, though it's definitely very slow and steady. It kinda started off during her little arc with Noah, then seemed to push forward further after she was bisected by Indivilia (where Anis remarked that Neon didn't seem to come out of it 100%). More-or-less since the Crystal Region arc-onwards, she makes more remarks about the current plot, and her running gag for a while shifted towards her tendency to say she hopes X doesn't happen, only for X to happen, and Anis getting increasingly annoyed with her each time it happens. Much better than "dude lmao firepower" or "I'mma spy!"

Neon's still not the best character by any means, but she's definitely gotten better over time.
