Violence always worked.
The goal of the last hundred years was to teach us to forget that.
Unfortunately they decided to bring in unruly hordes from the outside world who weren't taught to forget the effectiveness of violence.
At first, the trained cattle reacted in fear at this new thing happening to them.
But the hordes would demand things, and then act violent, and they would get everything they wanted.
And some of the cattle learned.
They relearned.
