If I had to take a crack at a response that isn't hyperbole or bullshit.
It's because Frieren doesn't become laden with the Japanese-laden tropes of "thread-bare loli whose sole existence is for weebs to goon over" or "hyper-disproportionate slutty (or meek) titmonster who's existence is also to do the same as the loli, nor does it have the "harem" tropes so pervasive in many anime out there, the ultra-japanese-over-the-top humor that falls flat on its face in any other culture.
While it may have had a few aspects of all of the above, it never made any of those aspects a "selling point" of the anime and focused more on its storytelling and character building aspects (or at least, for most of it).
It's non-focus on typically anime tropes is what made it such a hit everywhere else, to audiences who typically dislike/hate anime because of said tropes. It catered to a wide audience instead of the fanatical (and actually using these terms here in their original definitions) otakus and weeaboos, which played a huge role in its acceptance across cultures. They didn't focus on those who just buy Frieren figurines/posters/body pillows/other merch and such, and just cast as wide a net as they could.
And it worked wonderfully for them. It broke through cultural and societal barriers like no ones business and was welcomed an entire market because of it.
