When IS2 released you couldn't max out the skill tree on the first month because you stopped gaining skill tree points after maxing out the levels.
IS3 had a bandaid fix where the level cap was 65 from month 1, so players could max out the skill tree from the start.
From IS4 and onwards they finally cracked the technology to gain skill tree points even after maxing out the reward levels.
