This. There's a bit more elsewhere, as far as I can tell, Hussie's held a grudge against Bowman ever since the walkout. Matches with the way we learn he acts.
I'll play devil's advocate and say Toby wasn't being malicious, if he was still in Hussie's basement then he knew better than to ever question him else he'd risk being thrown out. But I also see why Bowman's angry at him for it.
