In the US' case it's won't, not can't. Their MIC is so horrendously split in the name of spreading the pie across states it's abysmal. They've been trying to bridge the gap in electronics by moving away from FPGAs since almost no one makes them anymore that relate to their needs. They pay out the wazoo for small orders of about 1k each. As far as I know the switch still hasn't happened.
The USA could have focused on cutting down costs by cutting out blood sucking senators asking for MUH CUT but they won't. Ever. The USA is the biggest argument for state owned military industry on the planet. You could probably get brand new F-16 Block 70s and F-35s costs down by at least 1/5th if they tried.
War industry used to operate on profit in the pennies when they needed, just so they could sustain and grow under a war.
