I honestly think that they haven't included savage orcs, and never will again, for silly """politically correct""" reasons (sorry to get political for a minute but I lament the loss of savage orcs). That's why you can give your regular orcs warpaint and frenzy, but won't ever have specific models or names for them when you do.
Remember when TOW launched they quietly changed the name of the goblin ballista from "spear chukka" to "bolt throwa", and most people (myself and a few guys on here included iirc) thought "huh, that's a weird and very specific unit to get a name change when everything else in all armies is named how it always was". Then a couple days later while watching ravening hordes leaks, I saw some shaved sidecut beard and glasses numale youtuber taking a whole break from leaking the book to praise GW's decision to move away from that name which had "desperately needed to be changed for a long time". I had to look up what spear chukka even meant, yet once again these "anti-racist" people somehow already know all the dead archaic racial slurs and were all over this one. I guarantee that if GW brought back savage orcs those same people would kick up their usual big fuss, dragging up references like picrel to support their argument. In the past 3-5 years we've seen just how dedicated GW are to "that side of the aisle" and with the removal of 'spear chukka' specifically I just can't see them then bringing back savage orcs.
So I think we sadly won't ever see them again, but would love to be wrong. I had a full unit of them in 4th edition when I was like 11, they all had warpaint and the shaman was one of my 3 favourite models in my army. The two potential saving graces for them making it to TOW would be 1. TOW seems to have avoided a lot of modern GW's BS so far and 2. The models were still being used in AoS at the time TOW launched (but that doesn't explain why the name of the unit couldn't be included in ravening hordes). Here's hoping anyway.
