Crocodile is the weirdest. At least Dorry and Brogy were off the grid for 100 years, but Crocodile had a bounty of 81 million, becomes a Warlord, then when he isn't a Warlord anymore after some years he suddenly has a bounty of 1.9 billion? What did he do to deserve that much of an increase? Sure one could say Marineford, but Luffy didn't even get a bounty above 1 billion until after Whole Cake. It feels cheap.
