Yes that's how hoyo has written her. Which is just incredibly stupid. I think the overall idea of her story is fine, but jesus christ, if she has acted out this role for 500 years, give her SOME fucking skill at it. Why is she still stuttering? Why does she not have even basic political skill? The meta reason is that hoyo wanted it to be obvious that something is off about her, but it just ends up ruining her character.
