He doesn't say that, he says it's ok if they change. Which I would argue is true, real people change.
It would be an issue if his character writing was inconsistent in a way that made the cast feel too mercurial or prevented me from developing a solid idea of who characters are and what they stand for. That's generally not the case though, the cast has been well-defined and fairly interesting without needing to rely excessively on common character tropes.
The biggest problems arising from the style he describes are characters acting in contrived ways for plot convenience. It's happened a bit in pt 2, mostly with Denji being oblivious to Asa's powers earlier, and Asa not wanting to reveal Yoru's big bad plan because it's "too horrible." And if part 2 ended here, I'm sure I wouldn't be happy with the unresolved mysteries about Fumiko, yoshida, and to some extent Fami. But part 2 ain't over and I like Fuji's character writing more than the large majority of mangaka, so he must be doing something right.
