Does she understand japanese but can't speak it? She responds how you would expect to his dialog.
Her lines are so awkward and oddly paced. Plus bouncing in and out of an accent doesn't help.
Now the show claims she has a hard time with the language yet she understands him just fine when he speaks nip. So which is it show, can she or can't she understand.
I'm not going to bother nitpicking how many times she uses phrases that an actual english person would not use or all the times the accent is wrong. I'd have to make five posts just to fit all the autism.

It really is a cute concept completely fucked by poor VA choice and execution on if the character can or can't understand what is being said. This is one of those that only really works in manga form.
