There's only 1 real antagonist and it's Yoru. You could also argue Death because of the Prophecy but that''s out of her control, and it'll most likely happen because of some shit Yoru does (like >>280165606).

It's the same as Part 1. There was only 1 real antagonist and it was Makima. The Gun and his minions were only happening because of Makima
