John the babtist came in the spirit and power of Elijah - Luke 1:17, but he was not the actual Prophet Elijah returning, hence he did not claim to be him when asked, but he was "The Elijah", whether he knew it or not. He fullfilled the same purpose as the Prophet Elijah, preparing the people for the Lord. Every prophet in the Bible was fallible, like you and I, the Bible does not claim otherwise.
