It is because our skull shape is just not the same as western Europeans.
People look at Ilia brother and wrongly assume that he is different than Ilia, but its jut that regardless of our hair color we just look different from western people. It is same with me and my dad, I'm blonde and my dad has dark hair, but if I had dark hair like him I would be perceived as more of a middle easternerish person because our faces are just different.
