It can be, as long as its not a scripted escape event. In outside Otherworld the only thing the developers had to do was to make monsters and the environment look and sound more intimidating, have crazy number of monsters roaming around and make it very hard for a player to see in front of him and it encourages players to run naturally without having to have a linear corridor.

Another Silent Hill game where you ran away a lot in harder difficulties was Silent Hill 3, simply by the fact of sheer number of monsters in a room. Monsters also had some monster behaviour you could exploit, like the dogs and crawlers preferring beef jerky over attacking you, or the fat cancer dudes being extremely territorial but lazy to give a long chase. Run away far enough and the tough fat monster gives up and goes back.

Silent Hill games where you ran away the least were the games where monsters track and magnetize into the player so that dodging or running away is too difficult. Like SH Origins, Homecoming and 2 Remake. Thats why players feel like theres too much fighting in those games because 90% of the you don't get the option of running away.
