They are facing complete collapse precisely because one way or another at least half their population is gone. Even though it tried to claim the population was higher than it is, by seemingly wilfully ignoring official estimates of emigration, natural decline, defection during annexation, and mortality, it still said that its only going to get worse and the birth rate is going to collapse so Kiev needs to figure out a scheme to convince people to immigrate to Ukraine.

They are not only being wilfully blind to the facts of the matter, but to their own reporting from a few months ago.
