That seems like the correct answer. Women were terrified of pre-marital sex because they knew they couldn't raise a child on their own. Men were terrified of pre-marital sex because they would be forced into marriage by the woman's family if he impregnated her. Welfare essentially made the father figure completely optional and slowly made hedonistic behavior socially acceptable.
