Essentially yes. Another example being just looking at Matara and Mint. When Mint got convinced to come back to vtubing, Matara was using vshojo's resources and connections to get Mint off the ground(with vshojo even going as far as to include her in their maid cafe lineup at last year's offkai despite her not even being a member). And where is Mint now and what did Vshojo get out of doing all that? Mint's fucked off and has been mostly hanging with Doki and Holos, and Vshojo got nothing but some short-term good will. While Mint herself has enough goodwill and connections on her own to build viewership, it doesn't change that she absolutely took advantage of leeching resources from both vshojo and phase at the start of her indie return without actually committing to either group
