My theory is that Enikk is electing to use them to contain the outer rim alongside endless and eternal up until full mobilization for the 3rd surface reclamation campaign gets underway. When that happens, Enikk will do it wagner style by conscripting the rimmers into penal battalions for frontline combat with Viper, Jackal, and EH all going along with them into the meat/metal grinder.
